The Capital School District employees are covered by the State of Delaware Group Health Insurance Program.
In addition, employees are eligible to participate in the State’s supplemental benefits programs. Employees are eligible to enroll in these programs on the 1st of the month following ninety (90) consecutive days of employment. Should an employee wish to enroll in the health insurance program prior to the completion of their 90 days; all cost will be paid by the employee. If an employee transfers from another Delaware school district or state agency, insurance benefits will transfer with the employee.
The Capital School District pays a flat rate of the premiums listed for Health and Dental Insurance. The employee pays the different of the flat rate, which is deducted from their paycheck, and the full premium rate.

Health Insurance
For a summary of the State of Delaware Group Health Insurance Program plans, please see https://dhr.delaware.gov/benefits/ under Group Health Plans. AFter selecting and enrolling in a plan of your choice, you can log onto the websites to see the summary booklet. Your identification cards will be mailed to your home address. You will receive an ID card from Medco with your prescription coverage when you enroll.
Dental Insurance
The District does not participate in the State of Delaware’s dental insurance group. District employees may elect to participate in the Indemnity Flex program with the Capital School District. When inquiring online at www.ucci.com please refer to the Advantage Plus program at the United Concordia website.
Employees first point of contact for coverage questions should be the phone number or web site listed for the benefit program. If you receive no resolution or are referred back to the Capital School District, please call the appropriate Human Resource Specialist.
Vision Insurance
The State of Delaware offers vision insurance through EyeMed Vision. Questions about the vision plan benefits or doctor information should be referred to the EyeMed website or 1-855-259-0490.
Life Insurance
Securian Life Insurance is the provider for all State of Delaware employees. All eligible employees will receive their information packet directly from the Securian Life Insurance at their home address. You must enroll or waive coverage. Life insurance premiums are borne by the employee, there is no contribution from the State or District.
Disability Insurance
The State of Delaware provides at no cost to employees, short term and long term disability insurance. This policy is for employees who are unable to perform their job functions due to a serious medical condition. Please contact your Human Resource Specialist for more information regarding the disability insurance program.
Employee Assistance Program
As part of our commitment to place the highest priority on the health, safety and wellbeing of State of Delaware employees, EAP+Work/Life support services are available to all State of Delaware employees and is effective now and for no more than 30 days following the end of the COVID-19 national public health emergency. These services are also available to your temporary, casual seasonal and benefit eligible employees who are not currently enrolled in a State of Delaware Highmark Delaware or Aetna health plan.

State of Delaware Employee Pension Plan
