Applying for the 2020-2021 School Year: 

The Choice application period for the 2020-2021 School year opens on November 4, 2019 at 8:00 a.m. and closes on January 8, 2020 at midnight. You may complete an on-line application for all grades by following the link below:
https://www.schoolchoicede.org

If you are unable to apply on-line, paper applications are available at all of our schools and our district office.

Please note, all students must first be enrolled in their home district and resident school prior to submitting a Choice application.

Please read below for important dates and detailed instructions to apply for School Choice for 2020-21 School Year:

All students must be enrolled in their district of residence and feeder pattern school prior to submitting an application to Capital School District! Kindergartners must also be registered.

 

Timeline and key dates

November 4, 2019, 8:00 a.m. through January 8, 2020, 11:59 p.m.

  • Open Enrollment Period for submission of a Standard Application
  • Online Choice Application will be available at http://www.schoolchoicede.org beginning Monday, November 4, 2019, 8:00 a.m. through January 8, 2020, 11:59 p.m.
  • If your student is not currently enrolled in Capital School District, attendance and discipline records from the prior academic year are required to be uploaded with any 1st grade through 12th grade application; applications without this required documentation will not be processed
  • Paper applications will be available at the Capital School District Administrative Office at 198 Commerce Way, Dover, DE 19904 and may be submitted at the same address
  • On-line applications may also be completed at the District Administrative Office

January 8, 2020

  • Application deadline
  • Applications for Good Cause can be accepted beyond this date; however applications received past the deadline of January 8, 2020, will be reviewed after seats have been offered to all qualified applications received prior to January 8, 2020 deadline (more information below)

Between January 9, 2020 and February 14, 2020

  • Review of applications submitted prior to the deadline and submitted with all required supporting documentation to ensure the applicant meets discipline and attendance criteria. Incomplete applications are not qualified for entry in the seat lotteries.
  • Lotteries will be conducted in instances where the number of applications exceeds the number of seats available

February Capital School Board Meeting (currently scheduled for February 19, 2020)

  • Capital School Board will formally vote to approve or deny applications, or to place an application on a ‘waitlist’ if the grade, building or program is above 85% of capacity.

Within 5 business days after the February Board Meeting

  • Parent/guardians will be notified of the status of the application in writing

March 20, 2020

  • Deadline for parent/guardian to return “Acceptance of Invitation” to Capital School District, advising if they wish to accept an offered seat

After March 20, 2020

  • Parent/guardian should complete the student’s enrollment at the Choice school of acceptance

January 9, 2020 – applications submitted after the January 8th deadline are considered if a good cause exists for failing to meet the deadline. For the definition of Good Cause, see below.

  • Good Cause applications received after January 8, 2020, will be reviewed monthly
  • We will accept Good Cause Applications until seats are full in each building or grade
  • All Good Cause applications must be submitted with the appropriate documentation
  • Parents will be notified if the application has been accepted, denied or placed on the waiting list within business 5 days of the regularly scheduled monthly Capital School District Board Meeting

Definition of a Good Cause Choice Application

  • In Delaware, the open enrollment period to apply for School Choice is the first Monday in November through the second Wednesday in January. However, any School Choice applications submitted after the January deadline will be considered if good cause exists for failing to meet the deadline.
  • Good Cause criteria include:
  • Change in the child's residence due to a change in the family residence
  • Change in the child's parents' marital status
  • Change caused by a guardianship proceeding
  • Placement of the child in foster care or adoption
  • Participation in a foreign exchange program
  • Reported and recorded instance of bullying against a child as defined in§4112D of the Delaware State Code
  • Participation of a child in substance abuse or mental health treatment program
  • A set of circumstance consistent with this definition of good cause

    Other things to know:

  • An application for a student who was not enrolled in the Capital School District for the prior academic year must provide attendance and discipline history.
  • Applications submitted without attendance and discipline records are incomplete. Incomplete applications will not be processed until all required records are received by the Student Services office.
  • A Good Cause affidavit is part of a Good Cause application; it must be signed and any requested supporting documentation provided.

 

Good Cause applications will be available on-line at http://www.schoolchoicede.org after January 9, 2020. Paper applications will be available at all Capital School District schools. You may also pick up an application at the Capital School District Administrative Office (198 Commerce Way, Dover, DE 19904) or request to have an application mailed to you, by calling 857-4237.
