Dear Senator Nation,

I’m excited and happy to report that the Capital School District Board of Education announced their decision to safely transition to the hybrid approach to learning. Teachers and students are eager to return to the classroom. As you are aware, parents were given the opportunity to decide if their children will continue with virtual learning or engage in Hybrid learning. Students who opted to participate in hybrid learning, by responding to the learning commitment survey during the last week of September, will start the week of November 9th for grades pre-K to 4 as well as our special schools and programs. Secondary schools, grades 5 through 12, will begin at school learning on November 30th. 

Families who have requested their child be in the Hybrid Approach will hear more details, including days of attendance and transportation, from their elementary schools, special schools and programs by the beginning of next week. Secondary schools, including the Kent County Secondary Intensive Learning Center (KCSILC), will be sending information regarding their November 30th opening in the next few weeks.  

Please remember those who opted to continue participating in Remote Learning do not need to do anything and will stay in remote until the end of January 2021. The district will reassess current conditions and survey parents again for their learning commitment response for the second semester in early January.

Senator Update



Hybrid and Remote Learning Updates

  • Remote Learning - Students continue to be engaged in Virtual Learning through Zoom, Schoology and other learning platforms, which are used depending on grade level.  Families who selected remote learning or who did not respond to the learning commitment will automatically continue in the Remote Learning model until the end of January.

  • Hybrid Learning - Students who decided to participate in the Hybrid Learning model will start the week of November 9th for grades pre-K to 4 as well as our special schools and programs. Secondary schools, grades 5 through 12, will begin at school learning on November 30th.  Additional details will be communicated from your child’s school in the near future.
  • Keeping our Senators Safe and Healthy - Custodians continue to safeguard against COVID-19 by ongoing cleaning throughout our classrooms and buildings. Capital School District has established a COVID-19 cleaning protocol, which you will see later in this update.

DHS Student Megan Chen, National Merit Scholar

Megan Chen, Dover High School Megan Chen, a Dover High School senior, has beennamed a commended student in the 2020-21 National Merit Scholarship Program because of her exceptional academic promise. Megan received a “Letter of Commendation” from the school and the National Merit Scholarship Corporation, which conducts the program. Although as a commended student, she cannot compete in the National Merit Scholarship Awards, Megan is among the top 50,000 scorers of more than 1.5 million students who entered the 2021 competition by taking the 2019 Preliminary SAT/National Scholarship Qualifying Test. Congratulations, Megan!



Keeping Our Senators Safe and Healthy     

Capital School District has established a cleaning protocol against COVID-19. Custodial Staff is to wear appropriate PPE when performing all cleaning activities.  High-touch surfaces (stair rails, doorknobs, push-bars on doors, bathrooms, classroom work areas, etc.) will be wiped every 15 minutes to 2 hours using an EPA-approved cleaning and disinfecting agent.  The Capital School District utilizes products that are listed on the EPA’s List N as approved for COVID-19 use.


The Senator Facilities Team continues to maintain the air handling systems in our schools with regular filter changes and preventive maintenance by qualified experts.  The age of our schools vary, however, the systems that cool and heat each of our schools meet the guidelines established by the CDC for maintaining a safe exchange of air in our buildings. Our team will remain focused on air quality as part of providing a safe place for our children to learn.

The Use of Hand Sanitizers

According to Delaware Department of Education Emergency Order regarding Regulation 817 Medications and Treatments, parents/guardians are not required to provide permission for their student to use hand sanitizer but can indicate to the school that their student is unable to use hand sanitizer or needs assistance with self-use of hand sanitizer. Young children and students with special healthcare needs may need supervision when they use hand sanitizer to prevent swallowing it or getting it into their eyes. Capital Supports Good Hand Hygiene.

In order to prevent the spread of COVID-19 as well as to protectCDC Handwashing Poster ourselves from germs, it is important to practice good hand hygiene. You should wash your hands by using soap and water and scrubbing your hands for at least 20 seconds before you rinse then dry your hands. If soap and water is not available, then you should use an alcohol-based hand sanitizer with at least 60% ethanol or 70% isopropyl alcohol content. Hand sanitation is one of the most important steps a person can take to avoid getting sick and spreading germs to those around you. Cleansing hands helps prevent a variety of infections because:

  • People frequently touch their eyes, nose, and mouth without even realizing it. Germs can get into the body through the mouth, nose, and eyes and make us sick.
  • Germs from unwashed hands can be transferred to other objects, like handrails, tabletops, or keyboards, and then be transferred to another person’s hands.
  • Removing germs from handwashing, therefore, helps prevent infections.


Will meal delivery continue for those who choose Virtual Learning over Hybrid Learning?

Capital’s Child Nutrition Department will continue with our current meal platforms.  Children under the age of 18 will be able to pick up curbside meals Monday through Friday from 3 to 6 pm  at Dover High School, Central Middle School and all elementary schools. Students will be provided breakfast and lunch in school on the days when they are engaging in at-school learning.  


Free COVID-19 Testing in Kent County, Delaware


Capital School District is partnering with the Delaware Emergency Management Agency to offer COVID testing PRIOR to the start of in person learning.  Our goal is to identify any possible risk of asymptomatic students who could accidentally spread the virus.  We are strongly encouraging EVERY STUDENT to get tested. To facilitate this process, we are working closely with Kent County to develop and communicate testing options. There are free COVID testing sites throughout Kent County, Dover High School and East Dover Elementary School have been selected as school testing sites, which will occur on Wednesday, November 4th, and Thursday, November 5th. We will provide more details once the information is available. If you are interested in receiving a free test before these dates, please visit any of the locations listed below.
