Ruth Ann Minner, born in Slaughter Neck, Delaware was a sharecropper’s daughter who became the only woman to serve as Delaware’s governor. Minner is also widely remembered for her dedication to public education. In 2005, she backed the creation of the Student Excellence Equals Degree (SEED) Scholarship program, which enables students to go to college for free in the state. Minner was elected governor of Delaware in November 2000. Governor Minner was elected to a second term in 2004.
