Capital School District Announces Opening of Central Elementary and Two Early Childhood Centers
We are engaging in several major transitions as part of Capital’s strategic plan to better serve students at every grade level and optimize our educational spaces. The centerpiece of these changes is the opening of Central Elementary School. Starting in the fall of 2025, students from Fairview Elementary and East Dover Elementary will attend school in the renovated Central Elementary building (formerly Central Middle School).
This consolidation will allow us to repurpose both the Fairview and East Dover buildings into specialized Early Childhood Centers. Research consistently shows that early childhood education students have unique needs, and those students will benefit from specially designed environments. By creating dedicated spaces for our Pre-K and Kindergarten students, we can better support early learning and development.
The feeder patterns for students are listed below and outline where your child will attend school next year.

2025-2026 School Transition Flowchart
- If your family is zoned for Fairview or North Dover, your children will attend Pre-K and Kindergarten at the Fairview Early Childhood Center. If KCCS provides educational services to your children, then they will attend Pre-K and Kindergarten at the Fairview Early Childhood Center.
- If your family is zoned for Hartly your children will attend Pre-K at the Fairview Early Childhood Center. Hartly will continue to offer Kindergarten.
- If your family is zoned for East Dover, Booker T. Washington, South Dover, or Towne Point Elementary, your children will attend Pre-K and Kindergarten at the East Dover Early Childhood Center.
All elementary schools in the Capital School District will now include fifth grade. The William Henry Middle Campus will be closing for renovations at the end of the current academic year. No students will be attending William Henry during the 2025-2026 school year. This closure is part of our strategic facilities plan, and the site will be repurposed for future educational initiatives. By including fifth grade in our elementary schools, we can create more cohesive learning communities and better support students through this important developmental stage. This move will also eliminate a transition for our students.
For families currently participating in our Spanish immersion program, we want to assure you that this valuable opportunity will continue. The program will be available at Central Elementary School, and we plan to expand it to both Early Childhood Centers, making it accessible to more students at an earlier age.
The Senator Step-Up Program will be located at Central Elementary School and move to the William Henry Campus when renovations at that school are complete. Its presence will create opportunities for resource sharing and community building.
