
The Capital School District is proud to announce the appointment of Dr. Ryan Fuller as the new Director of Secondary Curriculum, Instruction, and Assessment. Dr. Fuller brings over two decades of educational experience and a doctorate from the University of Delaware to this critical leadership role, where he will oversee curriculum development, instructional improvement, and assessment strategies for the district's secondary schools.

"His extensive experience and ability to develop teams to drive meaningful improvements align with our district's mission to provide exceptional educational opportunities for all students.”
Dr. Fuller's career exemplifies dedication to educational excellence through diverse leadership roles. As a classroom teacher, instructional coach, federal grant supervisor, assistant principal, and principal, he has gained a comprehensive understanding of the educational landscape. His doctoral research focused on blended professional learning to build teacher capacity and improve student learning, expertise that will prove invaluable in advancing the district's instructional practices.
During his tenure as Race to the Top Supervisor in Caesar Rodney School District, Dr. Fuller successfully managed a $3.8 million federal grant that strengthened instruction in grades 6 through 12. This initiative resulted in expanded Advanced Placement access and success, the launch of Freshman and Success Academies, and enhanced recruitment efforts for high-need positions, earning statewide recognition for measurable improvements.
As Principal at Polytech High School, Dr. Fuller led groundbreaking initiatives including the implementation of Multi-Tiered Systems of Support (MTSS), Restorative Practices, 1:1 technology integration, and dual enrollment programs. He also co-led an anti-vaping campaign that earned the Lieutenant Governor's Award and guided the school community through the challenges of COVID-19 with clarity and consistency.

Our kids are stepping into a world that’s changing fast, and I’m proud to help ensure they’re building the critical thinking, communication, and problem-solving skills they’ll need to lead in the future.” said Dr. Fuller.
Dr. Fuller approaches leadership with a student-centered mindset and an unwavering commitment to building strong relationships with staff, students, and families. His leadership philosophy centers on the belief that collective success begins with trust and shared ownership. As a long-time advocate for instructional improvement, Dr. Fuller believes that student literacy must be the driving force of all teaching and learning. He also brings extensive experience in career and technical education, recognizing the vital role of hands-on learning and workforce readiness in preparing students for future success.
Dr. Fuller's commitment to innovation is exemplified by his recent leadership in launching the Capital School District AI Explorer Committee, which focuses on training, best practices, and policy development related to artificial intelligence in education. Under his guidance, tools like Magic School are already helping reduce staff workload and improve instructional planning.
