Greetings Senator Nation! 

My name is Dr. Vilicia Cade and I am elated to serve as the new Superintendent of Capital School District.  I started in my new role as a Senator on July 1st.  I want to begin by extending a heartfelt thank you to our board, our staff, and the greater Dover, Delaware community for the warm reception.  As I transition to immerse myself into our community, I continue to be encouraged by the many acts of kindness I have received. Please know that I look forward to working with each and everyone as we collectively work to ensure that “Capital is the Choice”!

It’s my honor to share that this week I had the opportunity to visit students in schools who are participating in our Summer Boost program.  It was exciting to see students and staff engaging in meaningful lessons and interacting with one another.  Last week, I was able to visit with our beloved Mayor Christiansen and meet with Police Chief Johnson, the Capital City Rotary Club and convene one on one meetings with each residing President of the district’s unions or collective bargaining associations. With every interaction, I am affirmed that being selected as the Chief Executive Senator is a privilege that I will cherish and treat with care.

As the school year rapidly approaches there is a sense of urgency so we want to strengthen our communication on what to expect regarding Capital School District’s plans for re-opening schools in-person 5 days a week.  Let me assure you that our plans will be aligned to the most updated information from the Delaware Division of Public Health as my office makes recommendations to the Capital School Board. On Wednesday, July 14th we launched a survey regarding parents’ in-person learning commitment for their children.  This will be available to all of our families.  I encourage your participation as we need your feedback as we feverishly work to re-open schools.  Please be assured that we will safeguard our students, staff and community’s wellbeing, health and safety which are most important to our planning.  We will offer a virtual learning option; however, it is strongly recommended that all students return to 5 days of in-person learning. 

With this, I encourage you to participate in the scheduled Board of Education meeting that will convene on Tuesday, July 20, 2021.  At approximately 8 pm, the Board will meet in open session and my team and I will provide one of many presentations on the district’s plans to reopen schools.  I encourage parents and community members to join the meeting either in person or virtually through the following website:  http://bit.ly/csdpublicmeeting.

You can expect consistent communication as we approach the re-opening of our schools and I will be hosting several Community Meet and Greet Events, where we can get to know each other.  At these important community events, we will discuss my 180 day Entry Plan.  We will also learn about and discuss Capital School District’s return to 5-days of In-Person Learning, and how the Elementary and Secondary Relief Funds will be utilized. I welcome and encourage your input and feedback, and am excited about connecting with each and everyone in Senator Nation.  We will be providing both in-person and virtual events to meet the needs of our community.  In-person events will be held in the boardroom of the Capital School District office (198 Commerce Way, Dover, DE).
