Capital School District Names Mr. Toriano Giddens as Assistant Superintendent

May 1, 2025 | Dover, DE – The Capital School District Board of Education announces the appointment of Mr. Toriano Giddens as the new Assistant Superintendent. Mr. Giddens brings 29 years of educational experience to this role, including 19 years of dedicated service within the Capital School District.

Currently serving as the Principal of Towne Point Elementary School, Mr. Giddens has demonstrated exceptional leadership and a commitment to academic excellence throughout his career in education. Under his guidance, Towne Point Elementary achieved Leader in Me "Lighthouse Status" and significantly reduced discipline incidents and absenteeism. Last month, Mr. Giddens was honored at the Governor’s State of the State address, where he and the Towne Point Elementary School community were recognized for their exceptional gains in literacy. Under his leadership, Towne Point’s 3rd grade Smarter Balanced reading scores have exceeded state averages for the past two years, reflecting the school’s strong focus on academic excellence and early literacy.

"I am honored to accept this position and excited about the opportunity to contribute further to the growth and success of our schools," said Mr. Giddens. "My journey through all three school levels has provided me with a deep understanding of the diverse needs of students and educators. I believe in teamwork and am fully dedicated to Capital." 

Mr. Giddens' extensive career includes previous leadership roles as Principal of William Henry Middle School, where his intervention program won two Superstars in Education Awards, and as Associate Principal at Dover High School, which was recognized on USA Today's list of top high schools in America during his tenure. He began his career in alternative education, which has greatly influenced his approach to leadership and his commitment to ensuring that every student has the resources and support they need to thrive.

“Mr. Giddens has consistently demonstrated a deep commitment to student achievement, the development of future leaders, and strong, collaborative relationships with families and the broader community,” said Dr. Victoir T. Cahoon, Superintendent of the Capital School District. “His proven track record of success across multiple school levels makes him exceptionally well-qualified to help lead our district into its next chapter of growth and excellence.”

As the district prepares for this leadership transition, we will be actively engaging with staff, families, and community stakeholders in the process to identify the next principal who will continue building on the strong foundation Mr. Giddens has established.

Mr. Giddens holds a master's degree in Educational Leadership with a concentration in Special Education from Regent University and a bachelor's degree in Sociology from Norfolk State University. He has received specialized training from the DDOE Early Literacy Learning Academy, Research for Better Teaching, and Next Generation Science Standards, among others.

Board of Education President Felecia R. Duggins added, "Throughout his career with Capital School District, Mr. Giddens has demonstrated extraordinary commitment to our students and community. His ability to mentor emerging leaders, evidenced by the 12 current building administrators who worked under his supervision, speaks volumes about his leadership qualities. The Board is confident that Mr. Giddens will excel in this new role and continue to advance our district's strategic plan."

As Assistant Superintendent, Mr. Giddens will support the Superintendent in advancing the district's vision, academic excellence, and operational effectiveness.
