All About Capital's School Nutrition Programs
Nutritious meals are an essential part of the school day, as we know good nutrition and learning go hand in hand. Capital School District Child Nutrition is dedicated to providing well-balanced meals that contribute to our student’s health and well-being.
Each student enrolled in Capital School District is eligible to receive a free breakfast and a free lunch every school day.

Nicola Pippin, RD, LDN, SNS
Supervisor of Nutrition Services
Nicola is a Registered Dietitian and graduate of Delaware State University, with a Bachelor’s degree in Food and Nutrition Science. She joined Capital School District in 2019. She is a member of the School Nutrition Association and has a School Nutrition Specialist Certification. Nicola is passionate about nutrition, and is proud to oversee the child nutrition department.
Penny Westergren
Financial Coordinator
Penny has worked in Child Nutrition Services for 18 years. She began as a part-time general worker and quickly moved up the ranks to the position of cafeteria manager. Penny managed several other schools before coming to the district office as the Financial Coordinator.
Sarah King
Child Nutrition Financial Secretary
Sarah is a graduate of Del Tech Community College with an associate’s degree in accounting. She has worked in the accounting field for the past ten years, and joined the Capital School District in January 2026.
Jennifer Piasecki, RD, LDN
Nutrition Specialist, Registered Dietitian
Jennifer is a Registered Dietitian, who graduated from Delaware State University where she completed her internship and earned a Bachelor of Science in Food and Nutrition. Since graduation she has been in the Child Nutrition field, working to increase student exposure to fruits, vegetables and an overall well-balanced diet.
Supervisor of Nutrition Services
Nicola is a Registered Dietitian and graduate of Delaware State University, with a Bachelor’s degree in Food and Nutrition Science. She joined Capital School District in 2019. She is a member of the School Nutrition Association and has a School Nutrition Specialist Certification. Nicola is passionate about nutrition, and is proud to oversee the child nutrition department.
Penny Westergren
