At Capital School District, we believe the right to equitable educational opportunity is universal. Achieving equity in education means providing the access, opportunities and supports needed to help students, families and staff reach their full potential. Equity does not mean equal or giving everyone the same thing, but it means giving each person what they need when they need it.
We are looking for others to join us in this important work. If you are interested in learning and growing with us as we continue to build on the work of the Equity Core Team, please complete this
interest survey. If you have questions and would like to discuss equity and our work in Capital, please contact LaWanda Burgoyne at 302-857-4236 or

This month is Black History month. Staff and students in our schools continue to honor and celebrate Dr. Martin Luther King, Jr. and other African American leaders in the past and present.

Recently, students at BTW created projects to celebrate Dr. Martin Luther King, Jr. Projects included letters written to support members of our military as well as activities that allowed students to reflect on the teaching and words of Dr Martin Luther King Jr.

Mrs. Angela Darling-Spinneli is a graduate of York College of
Pennsylvania. Her 21 years of teaching have been in the Capital School District. “After graduating from Dover High, I had a goal of coming back and making Capital my home. I am proud of the education I received as a Senator; the connections I made with the teachers as I grew up helped to foster my love and desire to become a teacher. The teachers here in Capital taught me that I was IMPORTANT, I was CAPABLE of anything I set my mind to, and that learning is FUN and FOREVER! I wanted the opportunity to create a classroom environment that showcased these values and more.”
Mrs. Darling-Spinneli’s first 20 years as an educator was as a 3rd grade teacher at Booker T. Washington Elementary. This past year, she had the wonderful opportunity to become North Dover’s library media specialist. “I am super excited about this new role which enables me to build a love of books with each student, whether they are a ‘zoomie’ or a ‘roomie’.” Mrs. Darling-Spinelli wants students to understand that as they crack open a book, another world awaits and a new adventure begins—all as their fingertips steadily turn the pages of a magical book. “Whether it is through true facts that leads them to new “aha” moments or through fantasy that sweeps them off with the use of the imagination. My students will learn about the beauty of reading.” Whether it is virtual or face to face, she said, the key is to make those connections to build a community of learners who are willing to work together to gain new knowledge and share experiences. “The sheer excitement for learning has not wavered. Although how we approach the learning may look different, the kids are still quite eager to learn! I look forward to each day that I get to work with the students at North Dover as we explore, discover, and enjoy the love of the library!”
