Good evening,

This is Dr. Sylvia Henderson, Interim Superintendent for the Capital School District. I'm calling this evening, because I know that most of us are trying to enjoy the summer but also are thinking about the re-opening of our schools. I'm right there with you. At the end of this past week, we received from the Secretary of Education, the state report titled "Returning to School", created by a work group consisting of educators and community partners, alike, and representing nearly two months of research. It offers guidelines for the re-opening of school in the fall, and guidelines that we will be using in the coming days and weeks to craft our plans here in the Capital School District.

Additionally, the state is convening another task force soon to make these guidelines operational for the schools, in other words, to give us practical "How To's" to help all of us create a healthy, equitable and safe learning environment when school resumes for our students. We will also be using this next state report in our planning.

We expect Governor Carney to make a decision about the state's schools and re-opening early in August. For example, whether we are returning traditionally to schools, or blending traditional with virtual instruction, or resuming strictly virtual education. No decision has been made at this time.

By mid-August, shortly after Governor Carney makes this decision, we will have concrete plans in place to cover all of the contingencies spelled out in the state's reports. And we will certainly share them with you. For now, please know that everything we do, and every plan we create will support educating the whole child, health and wellness as our biggest priorities.

The state report is available on the Delaware Department of Education website, but we are also making it available on our Capital School District Website for your convenience.
