2017-2018 School Choice Information - Good Cause
Good Cause Application Process for Grades 1 through 12
 
If you are interested applying to Capital School District for 2016/2017 academic year, and your student is in grade 1 through 12,  and you missed the School Choice deadline of January 13, 2016,  applications may be submitted for consideration based on “Good Cause” which is defined as one of the reasons listed below:
  • A change in a child’s residence due to a change in family residence
  • A change in the marital status of the child’s parents
  • A change in the legal guardianship of the child
  • Placement of a child in foster care
  • Adoption
  • Participation by a child in a foreign exchange program
  • Participation by a child in a substance abuse or mental health treatment program
  • Childcare
  • Other similar circumstances
These reasons must be verified at the time of application by providing supporting documentation
 
 
2017-2018 Choice Application Process for Grades 1 through 12

Prior to submitting Choice Application
  • Students must be enrolled in district of residence prior to submitting an application to Capital School District
November 7, 2016 through January 11, 2017
  • Open Enrollment Period to Submit a Standard Application ( grades 1 -12)
  • On-line Choice Application will be available at http://www.schoolchoicede.org
  • 12 month attendance and discipline records are required to be uploaded with the application if your student is not currently enrolled in Capital School District (the Choice office will have access to attendance/discipline records of students currently enrolled within Capital School District)
  • Paper applications will be available at the Capital School District Administrative Office at 198 Commerce Way, Dover, De 19904
  • On-line applications can also be submitted at the District Administrative Office
Within 10 days of receipt of application
  • Capital School District Administrative office notifies resident district of receipt of application
January 11, 2017
  • Application deadline (applications for “Good Cause” can be accepted beyond this date and must include a Good Cause Affidavit)
Between January 14, 2017 and February 7, 2017
  • All applications submitted with all required supporting documentation will reviewed to ensure students meet discipline and attendance criteria
  • Lotteries will be conducted In instances where the number of applications exceeds the number of seats available  
February Capital School Board Meeting (currently scheduled for February 15, 2017)   
  • Capital School Board will approve or deny applications for grades 1 through 12
February 28, 2017
  • Parent/guardians will be notified on status of application: accepted, denied or placed on a  waiting list (grades 1 through 12) by February 28, 2017
  •  Notification can be made on http://www.schoolchoicede.org or in writing
March 17, 2017
  • Parent/guardian must notify Capital School District if they will accept or reject the offer of a seat  
  •  Notification can be made on http://www.schoolchoicede.org or in writing
After March 17, 2017
  • Parent/guardian should complete enrollment at  school of acceptance
Applications received after January 14, 2017 will be reviewed and formally voted on at regularly scheduled Capital School District Board Meetings within 45 days of receipt of the application
  • Applications received after January 14, 2017 will be reviewed monthly and accepted until there is a lack of capacity.
  • When a class reaches capacity, applications will be placed on a ranked waiting list.
  • Parents will be notified if the application has been accepted, denied or placed on waiting list within 5 days of the regularly scheduled Capital School District Board Meeting

If you cannot submit an on-line application, you can print a copy of the 2016/2017 Choice Application, which is below.  A School Choice Good Cause Form (also available below) and requested documentation must accompany the Choice application.
