Child Find

Child Find is a federally funded program in Delaware which locates, identifies and provides educational services to eligible persons from age three through twenty-one. Child Find screeners conduct a rapid assessment of preschool children from age three to six throughout the Capital School District. These screenings will help identify children who may have delays in the areas of motor, concepts and/or communication development as well as those who may have behavioral problems.  Following the screening, a recommendation may be made for further testing.  Child Find evaluation services include assessments of learning strengths and needs. This early intervention screening is available at no cost to families.  If a child is found eligible for services, he/she may be offered one of our preschool programs provided by the Capital School District.  Children aged 3-5 may be eligible for the pre-school programing. 

Capital School Pre-K Program Our Pre-K programs are housed in four of our buildings across the district: East Elementary, Fairview Elementary Kent County Community School (KCCS), Hartly Elementary and Dover High School. We currently provide half day programs at each of the elementary schools and a full day program at KCCS. Students are referred by families, pediatricians, community pre-schools and state agencies or recommended for our program through ongoing ChildFind efforts. The schedule is below:
Fairview 4 year olds (5-day 1/2 day program am or pm)
East Dover 4 year olds (5 day 1/2 day program am or pm)
East Dover 3 year olds (2 or 3 days 1/2 day program am or pm)
Hartly 4 year olds (5 day 1/2 day program am only)
Hartly 3 year olds (2 or 3 day 1/2 day program am or pm)
Dover High School 4 year olds (5 day 1/2 day program pm only)
ECAP

Early Childhood Assistance Programs - While Capital School District does not manage ECAP, the program is available  to assure the children in our community participate in pre-school programing. Contact information for ECAP - 302-398-8945

ECAP is a state funded program that provides services for children in low-income families. General eligibility requirements are listed below and more specific information can be found at the ECAP website.

  1. Children from birth to age five with low income are eligible for Head Start, Early Head Start, and ECAP.
  2. Children from families receiving public assistance (TANF or SSI) are eligible for Head Start, Early Head Start, and ECAP services regardless of income.
  3. Children in foster care are eligible for Head Start, Early Head Start, and ECAP services, regardless of family income.
  4. Ten percent of enrollments are offered to children with disabilities.
  5. Children who come from families with slightly higher income may participate in Head Start, Early Head Start, and ECAP when space is available.
Head Start

The purpose of the Delaware Head Start State Collaboration Project is to serve as a liaison between the regional office, Head Start grantees and state agencies providing services to low-income families. For more detailed information, go to the state website. While Capital School District does not manage Head Start, the program is available  to assure the children in our community participate in pre-school programing.
